(4) that on the receipt from any country of a copy of an export licenso sent in pursuance of the preceding paragraph, und in the event of the consignment referred to in the license not arriving within the time specified in the license, it ::11 cause enquiries to bo mado as to the cause of non-dolivery and will inform the Government of the exporting country of the non- delivery and of the results of the enquirio 0;
(5) that it will make it a punishablo offence to alvert orascist in any way in the diversion of any consignmont of cocaine from delivery in the country of destination to any other
country.
Article 18.
Each of tho High Contracting Parties agrees that it will forbid the conveyance by any person subject to tis jurisdiction
of any consignment of cocaino from one country to another
country unless an export license or an import certificate has
boen issued for such consignment and the conveyance is maão in
accordance the rowi th. Any persons knowingly violating auch
prohibition shall be liable to punishment.
Article 19.
Each of the High Contracting Parties agrose that it will
forbid any person within its jurisdiction from procuring or
assisting the commission in any place outside its juridiction
of any offence against the laws in force in such place for
controlling or regulating the manufacturo, salo, use, export,
or import of cocaine in accordance with this Convention or with
the International Opium Convention, and that any person knowingly
violating such prohibition shall be liable to punishment.
